€500,000 — regulated investment funds (the standard route)

A subscription in a Portuguese investment or venture-capital fund regulated by the CMVM. It became the default after real estate was removed: no property management, professional oversight, and a documented, compliance-friendly paper trail. Funds differ enormously in strategy, fees, lock-up and risk — including a newer generation of funds with Bitcoin and blockchain exposure for crypto-sourced wealth. Fund selection is where most investors need real advice; we never recommend committing to a fund on the strength of marketing materials alone.

€250,000 — cultural and heritage support

The lowest entry point: supporting approved arts, culture or national-heritage projects. A donation, not an investment — the capital is not returned, which is why it suits applicants who prioritise the lowest committed amount over capital recovery.

Other routes

€500,000 into research activities; €500,000 into a Portuguese company creating 5 permanent jobs; or creating 10 jobs directly. These see far fewer applicants but remain valid.

Who this program fits

Portugal fits investors who want an eventual EU passport without relocating now: the 7-day presence rule means you can keep your life and business elsewhere while residence years accumulate. It no longer fits investors chasing a fast passport — that era ended in May 2026 — and it never fit investors who need the invested capital liquid. Application process overview

  1. Structure and source-of-funds preparation. Portuguese banks and fund managers run full KYC; crypto-sourced wealth is workable but needs meticulous documentation.
  2. NIF (tax number) and Portuguese bank account.
  3. Make and document the qualifying investment.
  4. Submit the residence application to AIMA with proof of investment, clean criminal record and health insurance.
  5. Biometrics appointment, then card issuance. This is where the backlog bites — realistic waits have run 12-18 months, with a government pledge to clear the golden-visa backlog during 2026.
  6. Renewals while you hold the investment; your citizenship clock runs from the first card’s issuance.

Taxes: the honest version

Holding a golden visa does not by itself make you a Portuguese tax resident — that generally follows from spending 183+ days a year in Portugal or making it your habitual home.
